[Auth]IDsec - New auth project

I have added a new auth project called IDsec at
http://www.dotgnu.org/proposals/active.html as requested
by Hans Zandbelt of Telematica Instituut in Enschede,
Netherlands.

This is a non-profit research institute, where the architecture
and software was developed in an internal project.  Hans wrote
to me: "Now our intention is to distribute and develop it further
as a proposal in the DotGNU portfolio."

Hans, may I suggest you share a little more about this project
(maybe post the project description which you sent me?)
