Summary:  PDF always generated in interventions
Description:  PDFs are always generated when updating an intervention despite the value of MAIN_DISABLE_PDF_AUTOUPDATE
Step to reproduce bug:  Set MAIN_DISABLE_PDF_AUTOUPDATE.
Create an intervention.
Update an intervention.
The PDF is always updated.
