in 18 years I work on GNUstep, I have never gotten cygwin to work. Some 
did in the past, I don't.
The preferred way to build on windows is with msys/mingw Both the 
original msys (32bit only) and the new msys2 ming32/ming64 are supported.

I compiled base on both of them yesterday
