No there isn't. See

You will need to create a dedicated russian folder with your russian 
Localizable.strings in it.  And then add this to the GNUMakefile.

You can or you can take the up to date english strings file in the 
English.lproj folder.
Here it is.

Note that the translation work on some frameworks of GWorkspace is not 
done yet. Other stringfiles will need to be updated later (FSNode, 
Operations, GWMetadata, etc...).
