That's not what I meant; but if Phoenix were to be a frontend for something, it would probably make more sense for it to to be a frontend for GCC or LLVM (perhaps just producing LLVM IR).
Perhaps I'd see it more clearly if you could clarify what parts you'd like those projects to share :-)
