The problem is in your make file. You seem to define a library named One there, 
but never build it. Most likely you don't want this. 
Remove this line:

LIBRARY_NAME = One

And change the next two into

Test_HEADER_FILES_DIR = ../One
Test_HEADER_FILES = One.h
