GNUstep is just a set of libraries and a programming environment people can use
to develop apps. It's not a desktop environment in itself. Several apps
essential for desktop use (a file manager, a simple word processor, …) are
developed as part of GNUstep project.
However, if you use it, you'll still be missing a session manager/initiator (in
Gnome, 'gnome-session') and a window manager. For use with GNUstep, you could
use WindowMaker.
Etoile is a separate but friendly project which uses GNUstep libraries and
programming environment to provide session management, window management and
several cool apps. It is intended to be used as a GNUstep-based desktop.
