Yes it does, I implemented it almost a year ago.
And prior to that, there was the JSON encoder/decoder in the WebServices 
library (which ought to build/run on pre-Lion systems).
I know it doesn't run on 10.4 Tiger anymore because I / we never fixed the thread stuff of the performance library it depends on. But older versions do run even on 10.4 decently.
