On my system but I use the gnustep layout, I have:

/System/Library/Bundles/Defaults.prefPane/Resources/Info-gnustep.plist
/System/Library/Bundles/Defaults.prefPane/stamp.make

Except for the .so file it looks identical

I am able to run SystemPreferences on OpenBSD, but again, I use the 
GNustep layout (sorry I can no longer say "standard"). I'll check ASAP 
that it is still possible.
