Yes.

It seems that theming is one of the central reasons that users shy away from GNUstep.


Actually, while I would have agreed with this a couple of years ago, I see no evidence that this is really the case. Yes there are always a few vociferous people who complain about the way things look, but the actual interest in the theming code/ application, since it was added in 2006, has been about zero. I'm still hoping that if we actually had a few well designed themes to show, it might change things though.
