Here's the reason.
Under OpenBSD, INSTALL_PROGRAM is defined in infrastructure/mk/bsd.port.mk and it strips by default. The configure script of gnustep-make picks it up and add it to config.make.

Anyway, config.make is a config file, just change it to your needs.
