Using WebKit you could "write" a browser with almost no line of code.
Well, there is no WebKit for GNUstep, but it is also open source (but
needs an Objective-C++ compiler).
BTW, there is an open source (BSD license) web browser project based
on WebKit: http://hmdt-web.net/shiira/en
Shiira is, of course, also based on WebKit.
