That's more a "Mac" layout than an OpenStep one, which might look
more like:

/SystemApps [instead of /NextApps]
/SystemLibrary [instead of /NextLibrary]
/LocalApps
/LocalLibrary
~/Apps
~/Library

I agree. In general I want to make an OPENSTEP|NeXTSTEP layout. I'll make right modifications as far as
I'll get to OPENSTEP console.

"Mac" layout is another option I think. ;)
