I'm a bit out of date/out of practice, but I think there's one of the
NET_WM hints which means something like `I'm a panel so don't cover me'.
You need the app to give the hint and the window manager to take the hint.
Not sure whether wildmenu or Window Maker do, but that's what to look for.
