I have been working on trying to get GNUstep to compile and install on OpenBSD 3.8, so far I have been successful at compiling and installing. Now I haven't gone through and tested anything as of yet.

Halt! There's a GNUstep port on OpenBSD. I just checked it this very weekend and it worked for me on 3.8.

Additionally there was a small discussion about why the GNUstep port isn't included in the ports tree yet. Except of some barfing of some trolls who didn't read my email there was no satisfying answer at all. I guess it's all about tests. No one did them. If you want this port, do some tests and report them to ports openbsd org.

However if you want latest CVS you've to compile (of course). But you really should test the port so it gets included.
