I remember this being discussed. I also seem to remember that nobody

agree on the location as the 'correct' location differed across so
many systems (though /etc is wrong on all systems as far as I know).

I seem to recall that we agreed to make the hard-coded default
location for
the file configurable (by which I understood that it would be an
option to
the configure script). I'll check to see if that was done in the latest
patches applied.
