1. Package Overview (which is the first panel and contains a notebook with
tabs for Introduction, Read Me, License, and Package Contents)
2. Destination Selection
3. Installation Type
4. Installation
5. Finish Up

I think that solves the problem of sequence, what is optional, and
streamlines the process for those who don't care about reading the license
or seeing what's in the package.

Apple currently forces you do view the license (and I think that's reasonable -- you don't have to read, but you at least get presented with it -- as a developer I want people to at least do this with the license for my app), and provides the file list (together with an installer log) from menu choices. While I'm not pro-everything-Apple, I think they got this right.
