Easy for the Text edit part. Hard for the WYSIWYG mode. Maybe it is possible to 
make this with the 
WebKit stuff?

I started a very basic Builder once but due to no time there is not much.

I would suggest to make the GUI with Renaissance because we need this on as 
many platforms as 
possible.
