What issue with the cairo license could it possibly be? It looks MIT to me.
Cairo is ready for use though its API is still changing manicly.
Cairo can use OpenGL in future but they are not focusing on it at the moment.

You can test it now. just grab the back-cairo module from woom project on
savannah and configure --enable-graphics=cairo;make install. It is the whole -back tree ripping some parts off but I am not sure if it will be compiled against latest
cairo API. I guess I can spend 5 hours on it, weekly.
