The color evidently made it onto the pasteboard, because I get the
same error message every time after that when I start ClipBook.app.

Well, I think that I've forgotten to implement the color part :-((((
Try with any of the other pasteboard types, they work.

I ran ClipBook.app from the command line. I did not have GWorkspace
running. Could that have something to do with it?

No, ClipBook is a standalone application.

How does ClipBook.app update in response to other apps placing data on
the pasteboard?

It does nothing :-) It is intended to be a place where you can store various 
pasteboard contents to reuse them when you need. The utility that shows the 
actual content of the pasteboard is an other think (I'm writing it)
