Under Cocoa it is this way. And since GNUstep is a close relative I think it's the same here. So that means you'll have to maintain as many nibs/gorms as languages you have.

Since this is a lot of work there is a tool for this under Cocoa: nibtool (http://www.hmug.org/man/1/nibtool.html) This tools reads all localizable strings contained in a nib into a text file so that they can be translated and can create localized nibs from such text files. So in practice you'll have one master nib of which you create all the others.

Now in turn I don't know if such a beast (gormtool?) is available for GNUstep. If not, it would be a good idea to implement.
