ANN: texi2xlp v.0.2.0

Hi all,

I wrote a little shell scripts that tries to convert texinfo to xlp.
It is not based on the texinfo documentation, but I used the texi
sources of the filesystem.texi and make.texi documents within the
gnustep-make package as a basis for this script.

It's not perfect, and it's not finished, but for me it is good enough
for a first public release.
