wouldn't it be good if we had a protocol to be able to let the
windowmanager draw the menus for us? that way fvwm could draw them in a
more fvwm'ish way. and you could even have a macos windowmanager that puts
them at the top of the screen ala macos and amigaos.

then if the windowmaganer doesn't support this gnustep specific stuff
they'd just be drawn the usual way.
