Oops.

Since my mail machine isn't my Linux box, I hand typed the cvs commands and accidentally changed a colon to an underscore. The commands I really tried had colons, not underscores.

"cvs -d:pserver_anoncvs@subversions.gnu.org:/cvsroot/gnustep co software/gnustep"
"cvs -d:pserver_anoncvs@subversions.gnu.org:/webcvs co software/gnustep"

Any suggestions?
