GNUstep/?/Developer directory

Hi.

I think it would be good to create a Developer directory somewhere in the
GNUstep directory structure.

GNUstep/System directory currently looks like this
    GNUstep
        System
            Apps
            Documentation
            Headers
            Libraries
            Library
            Local
            Makefiles
            Network
            Tools
            share

I do not know, how it looks like on MacOSX, but I think, that from users point
of
view it would be better to move the dirs Headers and Makefiles to Developer
dir.

For example:

    GNUstep
        System
            Apps
            Documentation
            Developer
                Headers
                Makefiles
            Libraries
            Library
            Local
            Network
            Tools
            share
