I think you have a version mix. gnuradio 3.9 uses std::shared_ptr but
you boost::shared_ptr which is 3.8
 So you need a version of gr-packetizer that supports 3.9.

My current working environment is gnuradio 3.9 on ubuntu 18.04. Hence
