Two things:

a) make sure you've not got leftovers of your previous UHD and GNU
Radio installation on your system. I know more than one guy who says
"/usr/local is my private playground, I wipe it once a week"; maybe
it's a good time to do that now.
b) you probably don't have to build UHD from source. Fedora 28 itself
comes with uhd-3.10.3.0. Same goes for gnuradio: Fedora ships gnuradio-
3.7.11, and if you want, you can try my own _experimental_ fedora
gnuradio packages[1] of gnuradio-3.7.13.3; they link against Fedora's
UHD.
