That depends on the sample rate of the original NBFM stream.  Likely, it is only high enough for its own bandwith.  If you want to generate a frequency offset, you need to interpolate it to a rate high enough to allow frequency content at that offset.  If you interpolate, then you need an interpolation filter :)
