[Discuss-gnuradio] modules for transmitting data

I'm trying to build a software application on top of GNU Radio.  Are
there any modules that allow one to transmit data (like ISM-band
transmissions?)  Everything seems to be receive-only.  I understand
there are some FCC issues that come in to play in the US when
transmitting data.
