That's the missing part of Electric: there are no libraries for 
packages.  So you can use it to design schematics, but not do the final PCB 
layout.

You can design anything you like.  If you create a library of packages, 
others will want to use it.

A course to teach the use of Electric?  That can be arranged.  Static Free 
Software also offers training on the internals of the code, so that you can 
modify the system yourself.
