I don't know enough to determine the answer.  Here are some pertinent
questions.

1. Does it work properly in in a free distro such as Trisquel?
1a. Can it be installed on a free distro such as Trisquel?

C# is used by millions of people so I suggest that the FSF evaluate this. Do you think that is it reasonable?



If no, then we _can't_ list it.

If it CAN be listed, SHOULD we list it?

2. Does it push people to install other programs that are nonfree?

3. Are there other free programs that we would want to list
which depend on it?

4. Are developers in the free world writing programs
to use these l ibraries?
