I guess this is a great idea :-)

FYI, the rdf.debian.net is work in progress AFAIK (you may contact the
maintainer to know more : I'm not following closely his
progress... address at the bottom of pages).

Another older implementation is at packages.qa.debian.org, aka Debian
PTS. See for instance [2] (docs at [3]) 

The best way to interlink I've found, so far, is to use the
foaf:homepage pivot, which could be similar among the FSF Directory and
the Debian package descriptions, and probably more RDF sources (DBPedia ?).

I'd avise to read and criticize my latest investigation of this topic in
<http://www-public.telecom-sudparis.eu/~berger_o/papier-oss2013/#matching>
from "Authoritative Linked Data descriptions of Debian source packages
using ADMS.SW" [4] (a Linked Data enriched paper ;).
