Request Feature for using UTC regardless of localtime.

I would prefer to only ever use UTC when making patches/diff-files using
diff.

Along the same lines as how patch works, I propose adding something like
"--set-utc" to force the use of UTC without requiring the user to alter the
localtime in any manner.

Attached is a proof of concept patch.
