Create shortcut for Seek Locations and retire the seek higher/lower
commands
so the first Windows build would be 8th March. I refined it since as
well.

this should have been just a prefix, Ctrl-f, l should have given the
seek next lower note and Ctrl-f,h the seek next higher note. These
commands have been retired now as the new Seek Locations is much more
useful. That's been given the one-key shortcut Ctrl-f as people often
press Ctrl-f hoping to find something.
