I have added this feature, using the Edit->Preferences->Command
Behavior->Strict Shortcuts option to activate it.
I have checked into git so people can test. I am not sure what else (if
anything) strict shortcuts affects, so please report if a separate
preference is needed for this. Change of name needed at least :)
