Details:

The tool-tip in .command seems to be useless. 

Check the tooltip with rightclick on a menu-item and choose "Help". This bug
report also covers the keybindings-window where the tooltip/help is shown,
too.

If the tag is removed completely from the .command file, no matter if from a
built-in command or scheme command, the tooltip is still there.

If you change the tooltip:
a) For a built-in, nothing changes. The original help is shown.
b) For a scheme command you will get the error "Script not found", but the
script works nevertheless AND you get the original tooltip, too. 

It should be checked internally what the tooltip in .command is good for or
if it can be just removed. From an outer point of view its just useless
redundancy.
