Yes. You right click on the menu item to set shortcuts.

In fact, with the latest CVS, if you tick the 
Edit->keyboard setup-> Allow Quick Shortcut Edits
checkbox then you can set keyboard shortcuts just by hovering on the
menu item and pressing the key. There are some keypresses (e.g Tab)
which can only be set via the right-click on menu method, as described
in the manual. (This is because they operate keyboard traversal of menus
when on a menu).
