[Demexp-dev] Another feature for the wishlist

This one is on the longer run:

It would be nice to be able to create one's own demexp "instance" from
the website. Thus every club, association, organisation could
easily create its own "local democracy" service, for internal purpose.

Of course this is quite difficult (how to re-start the server, workload,
etc.).
