You should install the debian package "librpc-ocaml-dev".

And you *must* ask this kind of question on the demexp-dev@ mailing list:
 - other people could have give you an answer much earlier than me;

 - it gives archives to use for people having the same issue as you;

 - it shows that I'm not the only one to at least compile this
(censured) software.
