I'm think of http://wdialog.sourceforge.net/ 

This library seems quite interesting:

 - separation of concern between page layout and application logic code,
   the web application is considered as successive dialogs;

 - support of i18n (http://wdialog.sourceforge.net/manual/page-17.html);

 - application code is programmed in OCaml (think web application with a
   GC and compiled natively!);

 - Gerd's Excellent Quality Code Inside(tm). :)
