Include those modules in web interface dependencies. Modified their
autotest code so that autotest messages are printed to stderr, for
compatibility with CGI interface.
* gtk2-clnt/Browser
lib/Cache
Move "tags_of_questions" and "update_questions" code from
gtk2-clnt/Browser to lib/Cache module, because this code is used by
both web and gtk2 codes.
* web/browse.ml.nw
web/browse.ui.nw
The browse dialog is now working, it is possible to select a tag,
select a question having this tag and see this question details.
The "Add your response:" button is not working.
Add a new "Reset" button at the top to restart from the beginning.
Do some basic formatting of the browse web page (to be refined
latter).

web/login.ui.nw
web/session.ui.nw
Move "error-message" variable from login to session dialog. Thus the
error message can be used across dialogs.
