Just to raise my head over the parapet... I'm the person who's been
looking after Mailman. We (GNU system hackers) decided not to
restrict list postings to subscribers by default on the gnu.org lists
because we didn't have the resources to process the bounced messages,
and the consensus was that it was more useful to developers to receive
(unmediated) messages from non-subscribers than it was a pain for
everyone to receive sp*m.
As Andreas says, this isn't a fixed arrangement, but it's the least
worst option for us without extra help - if you see what I mean!
