Summary: still problems with to_delete users

Original Submission: ...isn't it better to silent remove the old user, without
pronouncing a new incoming user...also this is a problem using dc++ in multiple
hubs and you're getting redirected to the linux hub you're already connected.
This may results in permanently reconnecting.

it is not possible to perform such thing because the user you remove and the
incoming user can be from different type (one on the local hub and the other
somewhere in the cluster) and they are not managed in the same way and by the
same part of the code.
