So what is with 'src/cp'? Has it been built? Why not?
We won't try to guess want went wrong.  All we know is that you're trying to 
build
on RISC, and that help2man failed to start 'cp --help'.
To help, we need more detailed information like what exactly you ran,
which environment (distribution, versions of involved tools, etc.) you used.
Only with that, we'll eventually have a chance to reproduce the issue.
