The attached fixes various inconsistent uses of "i.e." (lat. id est):
* ensure "i.e." is followed by a comma,
* ensure "I.e." is preceeded by 2 spaces at the beginning of a sentence,
* ensure to use a lower-case 'e' in "I.e.".
Is this correct?

I used some sed expressions to fix the offending places, but I'm
unsure about the old ChangeLog files:
  ChangeLog-200{5..7} and
  old/{file,text}utils/ChangeLog
Should we leave them?
