Summary:  Locale collation rules incorrect (or missing)

Original Submission:  The Locale property classes for the 'en', 'nl' and 'de'
land derived ocales have incomplete collation rule strings.
The collation rules are missing for all other locales.

Note: this bug depends on bug #4118
