Best check with rsdio, but this API was a package made available separately by Sun, but included with GNU-Crypto, so it appeared when we merged GNU-Crypto into Classpath. It seems Sun have made some slight changes to the API for the version in 1.5.
It's completely vital for internet messaging-based frameworks in any case.
