O! That is my fault. When I introduced it the default was enabled. But
that broke on all kinds of platforms (cygwin, solaris, darwin, etc). So
I changed it to disabled by default but clearly forgot to update the
rest.

Could you mention that it is disabled by default in the ChangeLog:

2005-09-08  Paul Jenner  <address@hidden>

        * configure.ac: Clarify that Werror configure option is
        disabled by default.
