I am of two minds about placing '(use syntax-case)' in syntax files
that only work w/ hygienic macros. "testbase" does this but only
because it is supposed to support "dirty" macros as well, one day.
"array-lib-ec" does it because I didn't want an extra requirement.
The error is annoying. What do others think?
