 GNU make is as braindead as most other GNU tools.  Don't worry about it :)

 The fallback didn't get compiled, that's what happened to it.  I guess you
 misunderstood and interpreted it as if the fallback itself contained a
 bug.  Sorry for that.  This fixes the issue.
